National Defense Authorization Act passes in House
The final bill includes several of my key priorities:
- Volk Field, Wisconsin MILCON – $8.4M: Authorizes $8,400,000 for an ADAL ACS Complex at Volk Field Air National Guard Base (WI), a major Guard and state infrastructure win.
- USSOCOM Innovation Pilot: Creates “Urgent Innovative Technologies & Capabilities Initiative” to rapidly develop, test, and field SOF capabilities, with annual reporting.
- Individual Longitudinal Exposure Record: Codifies ILER as a permanent DoD exposure data system and requires annual briefings to HASC, SASC, HVAC, and SVAC.
- Joint Task Force Counterterrorism Authority: Extends authority for DoD joint task forces supporting CT and counter–transnational organized crime missions through FY 2032.
- U.S.–Israel Anti-Tunnel Cooperation: Extends authority and increases funding authorization to $80M for anti-tunnel capabilities.
- U.S.–Israel Counter-UAS Cooperation: Extends and updates authority for cooperation with Israel to counter unmanned systems in all domains.
- Emerging Tech RDT&E with Partners: Authorizes joint RDT&E with key partners (including Israel) on AI, cyber, robotics, quantum, and automation; adopts House language with clarifying amendments.
- Baltic Security Initiative: Establishes BSI and requires a DoD strategy to build integrated Baltic defense and deterrence capabilities.
- Taiwan Security Cooperation – Medical support: Expands authorized assistance categories to include medical equipment, supplies, and combat casualty care.
- TacSRT Program of Record Study: Directs Air Force and USD(I&S) to study creating a Tactical Surveillance, Reconnaissance, and Tracking program of record.
- Baltic HIMARS Interoperability: Requires DoD briefing by July 1, 2026, on enabling HIMARS and munitions interoperability across Estonia, Latvia, and Lithuania.
- Service Academy Master Plans: Requires each Service Academy to develop installation master plans aligned with long-term mission requirements.
- House Board of Visitors Update: Modernizes House Board of Visitors membership structure for the Service Academies.
- Naval Academy Director of Admissions: Establishes a Director of Admissions position in the U.S. Naval Academy to strengthen accessions oversight and accountability.
- ISI – Expanding Range Access for Non-Traditional Defense Companies: Detailed DRL in the House report requiring a DoD briefing by Dec. 15, 2025 on test-range access for non-traditional/dual-use companies.
As our adversaries continue to evolve, we don’t get the luxury of falling behind. This bill puts steel behind our commitments and keeps America’s fighting force the most capable and lethal in the world.
