Yes, this is a serious problem.

A solution will need to include helping people who can be helped. Many of them can't be helped either because they are addicted, mentally challenged, or lack the discipline to contribute to their solution. The ones who can not be helped must be dealt with in a way that limits the cost to the community. We must stop rewarding bad behavior, that has not worked and will not. Chris is right, the current leadership has failed miserably and needs a new direction.
