Building Roads and Bridges Faster and Smarter

Last year, I attended the grand opening of the Lone Rock Bridge across the Wisconsin River. The bridge, which connects Iowa, Richland, and Sauk counties, is an essential piece of infrastructure for those communities. I was thrilled when this project was completed, because it was the first major road project in Wisconsin to use the “design-build” method.

Design-build is a method that streamlines the traditional construction contracting process. It brings the engineering and the construction teams together at the beginning of a project rather than having the engineering company plan the project and the construction company execute it later. While design-build is not the best way to do most projects, it works especially well for unique and complex projects. It minimizes administrative burdens and allows projects to be completed more quickly and cost-effectively.

In the 2021-23 state budget, the legislature created a statewide design-build pilot program, authorizing it for six projects. One of the projects selected was the Lone Rock Bridge. It is estimated that the design-build method allowed this project to be completed two to three years faster than the traditional method! The original timeline for the project had it being completed in 2028. If the traditional approach was used, the Lone Rock Bridge would still not be operational.

Seeing the success of this project in my district led me to author legislation to make the pilot program permanent. Building on the lessons learned from the pilot program, I introduced Senate Bill (SB) 461, which makes the design-build program permanent. SB 461 removes the cap on the number of projects the Department of Transportation (DOT) can use the design-build method for, frees up additional funds for DOT to use for these projects, and refines the process to make it more efficient and effective. The bill was co-sponsored by a number of legislators from both parties and has already received a public hearing in both houses.

While design-build may not be the perfect solution for every project, it is a great way to complete complex projects faster, reduce delays, and save taxpayer money. I am always looking for ways to make state government more responsible and efficient. This bill is a great step in that direction.
