Underly’s Surrogates Blame Gaps in State Law for DPI’s Failures

As the head of DPI, Superintendent Jill Underly has the power to make policy and process changes. Also, DPI doesn’t even need legislative approval to write new administrative rules anymore. If only Underly had shown up to explain her inaction.
