How Long Does it Take to Update a Simple Web Page in La Crosse County?

As I write this, it is June 23, 2018 at 7:40am and the La Crosse County web site still shows Leon Pfaff as the County Board Supervisor for District 24. I was present during the recount where Kevin Hoyer was confirmed as the winner of that seat and he has been representing the people ever since. How long does it take for staff of La Crosse County to update a simple web page? Is this the level of service we can expect for all of our county services? Why hasn't the County Board performed the necessary over site to ensure these types of simple tasks are performed properly and on time? As a technology professional currently employed by one of the largest IT companies in the world I can tell you that this is utterly ridiculous. I have managed web applications for nearly 2-decades and I can tell you in all my experience it never takes this long to update a simple web page. If the staff cannot perform simple duties like this then they should be replaced. If the managers of those systems cannot oversee and ensure quality updates like this then they should be replaced. If the County Board of Supervisors cannot perform the duties necessary to hold the bureaucrats accountable for simple duties like this then they too should be replaced. See screenshot below as evidence of this unacceptable lack of competence.
